The United States Food and Drug Administration has proposed a rule to make notifications for Generally Recognized as Safe substances mandatory. Currently, manufacturers can independently determine that an ingredient is safe without informing the agency. Under the new proposal, companies would be required to notify the FDA of the basis for their safety conclusions regarding substances added to human or animal food. This change aims to increase transparency and provide the agency with better visibility into the food supply. While this does not introduce a pre-market approval requirement, failure to notify could influence the agency’s post-market review priorities. The proposal includes a streamlined submission process for existing substances and outlines specific exceptions. If finalized, manufacturers would have 18 months to comply with these new reporting requirements following the effective date of the rule.
