This article reviews the regulatory and legislative landscape for these products in the United States, cataloging relevant federal and state bills and laws through October 2025. The U.S. Department of Agriculture and the Food and Drug Administration jointly regulate cell-cultivated meat, while the FDA alone oversees cell-cultivated seafood. In the absence of specific federal labeling guidance, many states have established their own regulations, which federal standards are expected to preempt. To date, seven states have banned the research, production, sale, promotion, or distribution of these products, and two have prohibited the use of state funds to support them.
